PHASE 1: PRE-ASSESSMENT BY THE WASTE MANAGEMENT CONSULTANT
Stages:
- Meeting of the officer(s) in charge of the file and the Waste Management Consultant
- Presenting the GOLD Recovery Program and program take-up
- Acquiring preliminary information
- Presenting a preliminary activity schedule
PHASE 2: MANAGEMENT COMMITMENT & PLANNING
Stages:
- Meeting of the client?s representative(s), the Waste Management Consultant and the Environment Consultant
- Preparing and signing the statement of commitment
- Selecting a TORCH BEARER or environment committee responsible for the file
- Developing an implementation schedule
Deliverables:
- Management's statement of commitment
- Project schedule
PHASE 3: DIAGNOSTIC AND NEEDS ANALYSIS
Stages:
- Diagnostic through an audit of the waste management system
- Organization the company and the current waste management infrastructures
- Procurement process, distributors and products
- Qualitative evaluation and quantitative estimate of waste generation
Or
- Diagnostic through waste characterization
- Recovery, evaluation and sorting of the different types of waste generated
- Analysis of quantitative data based on current management flows
Deliverables:
- Diagnostic report (audit or characterization)
- List of recommendations
PHASE 4: DRAFTING A WASTE RECOVERY AND MANAGEMENT PLAN
Stages:
- Drafting a Waste Rec overy and Management Plan
- Drafting an Implementation Program
- Consultation with the TORCH BEARER and the company to validate the plan

PHASE 5: IMPLEMENTING THE ACTION PLAN
Stages:
- Acquiring the proposed collection equipment within a pre-established budget
- Installing the collection equipment at an appropriate location

- List of delivered and installed equipment
PHASE 6: TRAINING, AWARENESS-RAISING AND COMMUNICATION PROGRAM
Stages:
- Determining the target publics
- Defining program objectives
- Developing strategies and a program of activities
- Designing and preparing training, awareness-raising and communication tools
- Determining appropriate evaluation mechanisms
- Preparing the training material
- Carrying out the training, awareness-raising and communication program

PHASE 7: ADOPTING NEW WASTE RECOVERY BEHAVIOUR
Stages:
- Employees and other users adopt new recovery behaviour and learn to use the appropriate equipment
- The TORCH BEARER or the company?s recovery committee monitors and evaluates the adoption of new recovery practices
PHASE 8: PERFORMANCE REPORT
Stages:
- Characterizing the residual materials produced
- Performing a comparative analysis based on the initial report, identified objectives and the objectives of the “Performance“ level of RECYC-QUÉBEC's ICI ON RECYCLE! recognition program
- Drafting a GOLD Recovery Program performance report

- Performance report for the GOLD Recovery Program
- Recommendations if required
PHASE 9: RCI ENVIRONNEMENT RECOVERY CERTIFICATION
Stages:
- o Issuing an RCI Environnement GOLD RECOVERY performance certificate

ICI ON RECYCLE! PERFORMANCE CERTIFICATION FROM RECYC-QUÉBEC
Stages:
- Preparing an application and submitting it to RECYC-QUÉBEC
- RECYC-QUÉBEC reviews the application
- Obtaining the Performance Certification
- RECYC-QUÉBEC publicizes the certification (annually)
